Endeavour Energy facilitates an arrangement where external training providers are accredited to deliver training as a third-party provider to employees of contracted companies (external) to work on or near the company’s network.
Authorisations
All workers operating on, or near, the electricity network (whether they be Endeavour Energy staff, Accredited Service Providers, or contractors) must be authorised for the task that they are performing.
About authorisationsÂ
An authorisations framework has been established to assess the competency of people working on or near the Endeavour Energy network and to ensure that only competent people gain the authorisation to carry out defined tasks on the network.
A list of functions has been created, and for each function, the required training, qualifications, experience and knowledge has been determined. Fundamentally, all authorisations are based on both a training component and a competency component. All evidence of training will be submitted to the authorisations section for assessment, and approval will be given once all requirements have been met.
Becoming authorised
To become authorised to work on, or near, Endeavor Energy's network, you will need to attend training related to your role.
You will need to submit evidence of your qualification and training to the authorisations team, along with certification from your employer that you are competent to carry out the tasks you will be authorised to perform. Once this has been received by the authorisations team, you will be sent an email with a link to your "Network Access Authorisation digital Certificate" showing your authorisation to work on, or near, the network.
To be authorised to work on Endeavour Energy's network, you must be either:
- Directly employed by Endeavour Energy
- Employed by a company under contract to Endeavour Energy to carry out work
- Employed by a company accredited to carry out contestable works, under the NSW Accredited Service Provider scheme
Accredited service provider and contractors
Are you an ASP or contractor who wants to work on the Endeavour Energy network?
If you will be undertaking customer funded contestable works on the network, your company must be accredited by the Department of NSW Climate and Energy Action under their Accredited Service Provider Scheme. Information on this scheme can be found here.
If you hold an accreditation with the Department of NSW Climate and Energy and wish to be registered to work on the Endeavour Energy network, please fill in the form here.
All individuals must be registered by an ASP company that holds a current ASP accreditation, the employee registration letter must be submitted along with their qualifications and training. A person will only be required to be authorised with one employer to work on the Endeavour Energy network and may subcontract to other employers performing the same work they are authorised to carry out.
This means secondary or additional employers will no longer need to authorise the subcontractor with Endeavour Energy if they can verify the subcontractor's Endeavour Energy authorisation is compliant.
Contractors to Endeavour Energy
The contractor must have a contract of service with Endeavour Energy, or they must be registered on Endeavour Energy’s contractor panel.

Authorisations requests
All workers who need to work on or near the electricity network, whether they be Endeavour Energy staff, Accredited Service Providers (ASPs) or contractors working for Endeavour Energy, must be authorised for the task that they are performing. To be authorised to work on Endeavour Energy’s network, you must be either;
- Directly employed by Endeavour Energy
- Employed by a company under contract to Endeavour Energy to carry out work
- Employed by a company accredited to carry out contestable works under the NSW Accredited Service Provider scheme

Do you need to be authorised?
A person will only be authorised to work on or near Endeavour Energy’s electricity network, if they are employed by a company that has a legitimate need to employ authorised persons. Companies must be registered with Endeavour Energy before their employees can be authorised to work on, or near, the network.
A person will only be required to be authorised with one employer to work on the Endeavour Energy network and may subcontract to other employers performing the same work if they have a compliant authorisation.
This means secondary, or additional employers, will no longer need to authorise their subcontractors with Endeavour Energy, if they can verify the subcontractor's authorisation is already compliant.
Authorisation functions
Authorisation functions have been developed to provide competency assurance for people working on, or near, the network, as having the necessary knowledge and/or skills to perform tasks safely.
The authorisations framework includes various functions that define the competency requirements for performing tasks on or near the network.
Additionally, the authorisations framework hosts specific functions that have a significant impact on network integrity, including functions related to high-risk tasks or those requiring a high level of ongoing competency management.

Authorisation training
As part of the authorisation, all workers must complete annual training in the Endeavour Energy Electrical Safety Rules.

Evidence of training and assessment from Registered Training Organisations (RTOs) other than evidence of training carried out by the company’s Training Delivery Branch for employees must be uploaded into Beakon in one of the following forms:
- Certificate issued by the RTO and signed by the trainer or representative of the RTO

Non-transfer of authorisations
Authorisations are unique to the authorised person, and the company who endorsed their nominating application, and they are not transferable.
This does not prohibit a different employer seeking an authorised person to carry out work on their behalf, as long as that person has been registered with the ASP Scheme for their company as well.
Contractors to a company will require authorisation for each of the companies they are working for.
